Bareilly, Uttar Pradesh:The resignation of Bareilly City Magistrate Alankar Agnihotri has stirred administrative and political circles in Uttar Pradesh. The 2016-batch PCS officer stepped down in protest against the newly proposed University Grants Commission (UGC) regulations, calling them a “black law” that could disrupt social and educational balance.

Agnihotri stated that the new UGC rules could result in discrimination against the general category and create an atmosphere of fear in educational institutions. Alongside this, he expressed disagreement with the recent controversy involving Shankaracharya Swami Avimukteshwaranand and certain administrative decisions.

The matter gained further attention when Agnihotri claimed he was detained at the District Magistrate’s residence, though local authorities have denied these allegations.

Following his resignation, the Uttar Pradesh government suspended him on grounds of indiscipline and ordered a departmental inquiry. The incident has sparked renewed debate over the UGC regulations, administrative autonomy, and the limits of bureaucratic expression.

Currently, the case has become a sensitive issue in both the political and bureaucratic spheres of the state, drawing widespread attention.
